Summary Notes

The Digi-Label Consortium Partners convened the first European Stakeholders Workshop to discuss the draft digital solution being developed for energy labelling. There was excellent participation from the community, including over 30 participants from industry, retailers, researchers and consumer groups.

Presentations Given

  • Overview of Digi-Label and Summary of Project Goals - Silvia Vivarelli, Project Advisor, Intelligent Energy Europe and Horizon 2020 Energy Efficiency, European Commission; Michael Scholand, CLASP speaking on behalf of Katie Searle, Energy Saving Trust (UK);
  • The Digi-Label Tool – the Consumer Experience – by Alun Jones, ECOS (BE); Johanna Kardel, vzbv (DE); Elisabeth Duetschke, Fraunhofer ISI (DE) – the speakers covered consumer understanding of digital labelling, offering insights from two consumer focus groups held in Germany and Spain on digital tools.
  • The Digi-Label Tool – preliminary look at the Back-end System – by David Cattermole, Solstice (UK) and Alun Jones, ECOS (BE) - an initial stakeholder discussion about the back-end system for the Digi-Label Tool, including some preliminary ideas, options, approaches that are being considered and a demonstration of QR codes and smart link generation.
  • Chinese Experience with Digital Labels, Jiayang Li, Senior Associate, China Programme, CLASP (CN) – offered an overview of China’s digitalisation of its standards and labelling programme.

  • The main take-aways from the meeting

    • Gather information about the end-users to enable a more customised user-experience. With permission (i.e., data protection), offer anonymised data on how to offer better insights and information to retailers. Some data will be product specific.
    • In the programme outputs, include total lifetime cost and/or payback periods. Study the Topten calculation, look at lifetime assumptions, frequency of use per household size, etc. and relevant citations and references. All assumptions used in Digi-Label project shall be stated clearly and be user-modifiable (e.g., perhaps with drop-menus).
    • When presenting more efficient options which are equivalent to the ones a customer is using, it is very important to focus on models that are available within the retailer’s stock. Offering models outside of the retailers stock could lose the customer for that retailer. If the most efficient products are not offered by that retailer, Digi-Label will provide information on the most efficient products to retailers, in the hopes of influencing their supply chain procurement practices.
    • In order to populate the database of product specifications and performance, it is recommended that the Digi-Label team use the Product Information (PI) Standard, which is currently used by retailers and manufacturers. This source of data addresses accuracy and will always be current with models offered on the market.
    • Digi-Label needs to develop a memo that highlights the benefits to retailers; highlighting the value added from participating and how it can increase sales of high-efficiency, high-margin products.
    • The consortium must always be careful to follow data protection laws, particularly in the application which will gather information on electricity price, household size, location and other information about the end-user.
    • It will be important that quality checks are performed regularly on the Digi-Label database and calculation engines, in order to ensure users are always receiving good information that will support their purchasing decisions.
    • A guest speaker (Jiayang Li from CLASP China) spoke about the Chinese experience with digital labels, their implementation became mandatory earlier this year. Are there lessons to be learned from the Chinese experience in terms of providing information on the product, performance, running cost, comparisons, compliance, incentives, and recycling/end-of-life recovery? When the effect of the digital label is evaluated, it would be extremely useful to know how widely it has been used by consumers and what features they have found helpful.

    CLASP also requested that meeting participants consider joining the Digi-Label Partners Roundtable. The Partners Roundtable will serve as an advisory panel the Digi-Label project, affording stakeholders from the retail, manufacturing, consumer and other key stakeholder groups an opportunity to participate in and contribute to the work of the Digi-Label project. The objectives of the Partners Roundtable are to: (1) provide a platform for capacity building activities; (2) share best practices on digital labelling; (3) accelerate market adoption of digital labelling; and (4) offer recommendations and input on Digi-Label project activities.
